Legendaries are rare drops that you can get from a variety of content. If you’d like general information about Legendaries then see WoWHeads Legendary Guide.

Post-7.2, legendary choices are largely situational and based on the options you have. Read the information on the legendaries you have and make an informed decision.

I have included my (Babylonius) opinion on how each legendary should be rated since people won’t stop asking.

There are no “Best in Slot” legendaries

CENEDRIL, REFLECTOR OF HATRED (CLOAK)

 

Cenedril, Reflector of Hatred

WHAT IT DOES:

This increases the maximum size of your Touch of Karma damage from 50% of your maximum health to 125%.

HOW YOU USE IT:

Just like you’d use Touch of Karma.You’ll simply deal more damage to the target, as well as more healing to yourself through Good Karma.

HOW STRONG IT IS:

It is a strong legendary. It provides an extra 75% of your health as damage any time you use Touch of Karma. It does not scale with targets, so it is primarily a single target legendary.

WHEN TO USE IT:

You use it whenever you can make regularly use out of Touch of Karma and don’t have something better.

COMMENTS:

Pandanaconda – “People undervalue the uses of this legendary. It’s lackluster on AoE and comes at a cost so IMO optimal use of it should be very slightly more rewarding.”

Shadli – “Not bad in ST. It can be really unfortunate to use when there is nothing to use karma on or karma needs to get held for a long amount of time to be used defensively.”

(Not)Xes – “Decent legendary, best on single target, falls off on aoe/cleave”

CINIDARIA, THE SYMBIOTE (BELT)

Cinidaria, the Symbiote

 WHAT IT DOES:

As long as the target is above 90%, you do 30% more damage. This works particularly well with all the cooldowns you should be using on the pull.

HOW YOU USE IT:

You attack the target. The belt does damage equal to 30% of what you’ve done as a separate hit, Symbiote Strike.

HOW STRONG IS IT:

This legendary gets stronger as content gets harder, as harder content generally has more health so it stays above 90% more. Because of the synergy with Gale BurstTouch of Death, and Serenity, it can count for a considerably increase in damage at the start of fights.

WHEN TO USE IT:

It is an all-purpose legendary that scales fine with more targets. With stronger content with bigger help, or fights where the important damage is at the start of the fight, this legendary shines. The more geared your raid is, the faster you’ll get below 90%, and the less useful this legendary is.

COMMENTS:

Pandanaconda – “One of these very decent single target legendaries, with the perk of having potential on burst cleave (sotw on new target, etc.) Very decent.”

Shadli – “Its not bad, but I dont really like this legendary. In most AoE Situations we need some setup to get going. Until we have our marks ready most mobs are probably already below 90%. In ST it can be nice with ToD and Hero at the start of the fight to get some huge burst in, but since the really important phases mostly happen a little later in the fight its often better to use a different legendary in progression scenarios. Its still not bad for dps and can be really strong if we safe something like strike or Fists for the 90%-100% phases of some add spawns like Helya or Guldan.”

(Not)Xes – “About on par with the Karma cloak (Cenedril), but most bosses aren’t difficult for the first 10%, making it slightly worse overall (but still good on meters or logs)”

DRINKING HORN COVER (WRISTS)

 

Drinking Horn Cover

WHAT IT DOES:

Increases the duration of Storm, Earth, and Fire by 0.4 seconds for every chi spent, and Serenity by 0.3 second per chi spender cast. This allows you to extend each use of Storm, Earth, and Fire and Serenity by several seconds.

HOW YOU USE IT:

Ideally, in addition to having your major damage abilities available, you enter Storm, Earth, and Fire with maximum Chi, even better if Energizing Elixir is available. This doesn’t change the rotation in any meaningful way other than making sure you pool appropriately.

For Serenity you want to be sure to use Rising Sun Kick as many times as possible and Strike of the Windlord at least once during the Serenity buff. You can also channel Fists of Fury during Serenity while using lust, or try to use it before and with the last GCD of Serenity outside of lust.

HOW STRONG IS IT:

It is a very strong legendary. One of the best all-around legendaries

On average, if you plan ahead, Storm, Earth, and Fire can be extended by an additional 5-8s, effectively increasing its uptime by 60%. This can be very useful in extended AOE situations.

One last note is that the other legendary, Katsuo’s Eclipse, does decrease the cost of Fists of Fury, so there is a slight negative effect on Drinking Horn Cover by making it slightly harder to use the extra chi. It should, however, have no practical decrease as its easy to make use of one more chi.

WHEN YOU USE IT:

It can be used in all situations. Its strong in single target with Serenity  and in AOE with Storm, Earth, and Fire. If you have it, there’s a good chance you should never take it off.

COMMENTS: 

Pandanaconda – “Allthough not that big of an outlier anymore, it’s good everywhere in different fashions. Cool legendary and very strong.”

Shadli – Probably S in Multiple Target Situations with Serenity were I can properly setup the stacks. Its great for Serenity in ST and not that bad for SEF.

(Not)Xes – Just the best overall (because of Serenity)

EMPEROR'S CAPACITOR (CHEST)

 

The Emperor’s Capacitor

WHAT IT DOES:

Chi spending abilities provide a stacking buff that increases the damage of Crackling Jade Lightning by 100% per stack as well as decreasing its energy cost by 5% per stack, stacking up to a maximum of 20 times.

HOW IT WORKS:

When you use any ability that use Chi, you gain a stack. Once you hit high stacks, preferably 20, but 18 or 19 are acceptable if you have the downtime space to fit a full channel of Crackling Jade Lightning in without delaying anything else, you can channel Crackling Jade Lightning. This will both do damage and allow you time to regen energy and other resources, as well as give you time to plan out the next few abilities. If you’re above 14ish stacks before Serenity, you’ll want to clear it before going into Serenity so as to not waste.

HOW STRONG IT IS:

Strongest single target and priority damage legendary. When combined with Serenity and Drinking Horn Cover, it becomes a very powerful single target tool. It does not scale with multiple targets, so it loses ground to other legendaries in AOE.

WHEN TO USE IT:

Any time you want to do as much damage as possible to one target.

COMMENTS:

Pandanaconda – “People over value our other legendaries for AoE. The stats on this plus the most powerful single target effect make it very good”

Shadli – “Not even that bad in AoE and Cleave since it has a lot of stats. The CJL Buff could be really effective for progression and to burst down a specific priority target. It can also be useful to have something to cast from range sometimes. Its great with Serenity and really good with SEF. Even on Bosses with lots of cleave and AoE it can be useful to get that extra Boss dmg in.”

(Not)Xes – “Even in a raid like Nighthold where there’s plenty of Cleave/AoE, it still remains the best legendary to use in every single situation except mass-aoe (where something like Sephuz haste or Katsuo’s would win out due to pure chi gained per min to SCK with)”

HIDDEN MASTER'S FORBIDDEN TOUCH (GLOVES)

 

Hidden Master’s Forbidden Touch

WHAT IT DOES:

Allows you to cast a second Touch of Death on a second target within 5s of the first. Increases the damage of your Touch of Death‘s base damage by 40%. This doesn’t include Gale Burst damage but is pre-Mastery.

HOW YOU USE IT:

After casting Touch of Death on a target, you select another target and cast Touch of Death again on them. You NEED to cast another ability in between so that you do not lose the mastery bonus and Hit Combo.

If you cast it a second time on the same target, you will get the “A more powerful spell is active” error.

HOW STRONG IS IT:

It is a decent increase in single target damage but the strength of this legendary comes in multi-target fights, for obvious reasons. If you  regularly have two targets you can get Touch of Death on, this is your legendary. It works somewhat with Gale Burst, in that any additional damage you do to either target will increase Touch of Death‘s damage to that target. The damage from one Touch of Death will not increase the damage of the other like the Warlord’s Soul Capacitor/Ring, so temper your expectations. The more targets there are, the less effective one cast of Touch of Death is, this legendary allows Touch of Death to remain a slightly larger portion of your damage for slightly longer.

Ex. If its 10% of your damage on one target, its 5% of your damage on 2 targets, 2.5% on 4 targets and so on. With Hidden Master’s Forbidden Touch it stays roughly 10% at 2 targets, so its 5% at 4 targets.

WHEN TO USE IT:

When you regularly have two targets to cast Touch of Death on that won’t die before the cast goes off. You can get some shenanigans with Death Art, but in general, you want both Touch of Death to deal their damage. It doesn’t scale beyond two targets, so will lose ground to other legendaries in more target AOE.

Pandanaconda – “Too Situational”

Shadli – “Doesn’t do much in single target. In AOE I’d rather press something else than 2 times ToD. In Cleave its OK.

(Not)Xes – “Even on their best fight, still didn’t beat out chest damage”

KATSUO'S ECLIPSE (FEET)

 

Katsuo’s Eclipse

WHAT IT DOES:

Another straightforward legendary. The cost of Fists of Fury is reduced from 3 Chi to 2 Chi.

HOW YOU USE IT:

This legendary has a tangible effect on how the rotation feels. Having another Chi to spend every 20-24s means that you need to learn to work in more Blackout Kick to use that Chi, while planning it out so that you have the Chi necessary for the hard hitting abilities.

While it can make the rotation a little faster and difficult to plan, the reward is also noticeable. Its also strong in AOE situations where you have another Chi to toss into Spinning Crane Kick.

HOW STRONG IS IT:

Despite the nerf in 7.2 its still a very strong all-around legendary, one of the strongest.

WHEN TO USE IT:

Any situation where you’re not using one or two situational legendaries.

Pandanaconda – “Not an outlier anymore, still good in every situation, pretty much, making it very solid”

Shadli – “Pretty good in ST. Really great for AoE and cleave since FoF only costs 2 Chi which creates Room for more SCK’s and less thinking about pooling Chi for FoF.”

(Not)Xes – “Not as useful with Serenity, but with SEF or where FoF value is rated higher it’s still a super strong legendary”

KIL'JAEDEN'S BURNING WISH (TRINKET)

 

Kil’jaeden’s Burning Wish

WHAT IT DOES:

Basic on-use trinket. It fires a “vortex of destruction” that explodes for AOE fire damage.

HOW YOU USE IT:

Press button, do damage

HOW STRONG IS IT:

Decent single target, very strong AOE damage that scales with more targets.

WHEN TO USE IT:

Any time you don’t have a legendary tailored to the specific situation. Specially powerful when all targets are grouped up.

COMMENTS:

Pandanaconda – “Just like belt, a very solid legendary for us. Not at it’s best on ST, we don’t have strong trinket anyways so it has a slot. On some progress fight it’s very good.”

Shadli – “This legendary is great for some quick burst on priority adds or AoE in general. Its ok for ST since it gives a lot of stats but it really shines in multiple target situations and especially on quick burst like Gul’dan or Spellblade. The long cooldown makes it often get delayed like a stronger fists of fury in a sense, that we just wait for AoE to spawn. I haven’t really used it in 5mans, but I dont think its that great, since the CD is pretty long. It can probably be used in a similar way to horn of valor, that you equip it 30sec before an important pull and burst away then. Losing a trinket and a legendary slot for this doesnt make it to attractive though.”

(Not)Xes – “Very good stat stick, very good burst aoe, pretty bad single target, decent cleave. Overall not one to be disappointed about, but not one to hope for either.”

MARCH OF THE LEGION (RING)

 

March of the Legion

WHAT IT DOES:

The movement speed buff from Windwalking is increased from 10% to 25%. The buff is for all friendlies within 10 yards and lasts for 10s after they leave that range.

HOW YOU USE IT:

You equip it and move faster, simple as that.

HOW STRONG IS IT:

Although this legendary provides no direct DPS benefit, movement speed can be an incredibly underrated buff. Back in the day (which was a Wednesday) movement speed enchants to boots were practically required for raiding. 8% was a huge deal, people lived and died by 8%. For anyone who raided back in those days, 10% sounds good, 25% should sound insane.

In today’s game, there are so many movement speed boosts or movement abilities that base movement speed isn’t as useful as it used to be. However, if that extra movement speed would keep someone out of fire and alive, its just about the strongest legendary there is. That’t just less often the better you and your raid is.

WHEN TO USE IT:

When you have no other options, when you’re in a foot race, or when you, for some reason, really need that movement speed.

Pandanaconda – “Obviously people undervalue the movespeed effect. However on meters it can’t remotely compete of course, even with extra stats. Agility is too big for us.”

Shadli – “It has some extra stats and the movement speed buff is ok. Its just not that great compared to the other legendaries and the extra movement speed is just not enough in most cases. Its probably really strong on some really specific fight designs were the individual damage of a different legendary isn’t needed, but this isnt the case very often in progression. Its still great to get around in dungeons or raids were you cant mount.”

(Not)Xes – “Decent stats, no agi, gotta go fast”

PRYDAZ, XAVARIC'S MAGNUM OPUS (NECK)

 

Prydaz, Xavaric’s Magnum Opus

WHAT IT DOES:

Every 30s you gain a bubble worth 25% of your health.

HOW YOU USE IT:

Get bubble, take less damage

HOW STRONG IS IT:

25% of your maximum health is nothing to scoff at. If you’re prone to standing in fire or particularly slow to react, this gives you a little bit more cushion before anyone knows you’ve made a mistake. It also provides a large amount of secondary stats over similar ilvl necks.

WHEN TO USE IT:

When survival is paramount to damage.

Pandanaconda – “Really not at it’s best for us either, better for AoE/Cleave since the competition is, IMO, softer”

Shadli – “Probably the best legendary of the ones that dont grant a DPS effect. It has tons of extra Stats which is nice and the bubble can be really useful when figuring out the fight or in progression. Due to traits and gear on healers a lot of mechanics can eventually just be ignored or outhealed which makes the legendary a lot less attractive in farm or similar things. I often switch Prydaz in high M+, since the extra Boss DPS is not always needed and its nice to have the shield to relieve the healer a little.”

(Not)Xes – “Not that good for damage, but it will keep you alive to keep doing damage.”

SEPHUZ'S SECRET (RING)

 

Sephuz’s Secret

WHAT IT DOES:

Provides a base 10% movement speed increase, that stacks with other movement speed increases, and 3% Haste. After you successfully CC, stun, dispel, or interrupt a target you get a buff that increases your movement speed by 70% and gives you 25% haste for 10s.

HOW YOU USE IT:

Apply CC/Stun/interupt/dispel, get buff

HOW STRONG IS IT:

Its very strong in Mythic+ and other dungeons, as well as raid trash where you can regularly stun and interrupt targets. With all of the possible ways to trigger the buff, there should regularly be a way to get some use out of it. While not the strongest, its not useless on raid fights either.

WHEN TO USE IT:

When you can stun, CC, interrupt, or dispel regularly. Its nearly unparalleled in dungeons and trash where you can use the buff practically on CD. Just about the strongest dungeon, trash, AOE legendary if you can get the buff.

Pandanaconda – “Not at it’s best for us, haste not affecting GCD really reduces it’s potency for WW.”

Serendepitys – “If procced on CD, A; if never procced, D overall”

Shadli – “I never really tried it or played around with it. It probably has a lot of potential If it can get procced in AoE situations or nearly on CD. In raids there are rarely situations were I can consistently proc it. On interrupt bosses it needs some extra coordination for other people to not use their interrupt when you want to get the buff, which just isn’t something that I want to do If I could just use something else. I hear its great in 5man’s which makes sense. If we cant proc Sephuz, the extra haste isn’t that great for us compared to other classes so yeah, I rather just use something else.”

(Not)Xes – “Not actually that bad if you can proc it, but most single target applications will mean that you can’t proc it, where as if there’s AoE, the adds are probably stunnable/ccable, making it much better to use. Decent choice if you are missing chest/bracers/boots”

SENTINEL'S ETERNAL REFUGE (FEET)

Sentinel’s Eternal Refuge

WHAT IT DOES:

Provides you with a stacking movement speed buff after killing an enemy. At 5 stacks, you can fly and move quickly out of combat. Buff lasts one minute.

HOW YOU USE IT:

Kill stuff, go fast, kill more stuff, FLY YOU FOOLS!

HOW STRONG IS IT:

The stats are decent, but the bonus doesn’t provide any DPS benefit, just increased movement speed.

WHEN TO USE IT:

When you don’t have any other legendaries to use or when you’re doing  a collection World Quest, or dungeon and just don’t want to, or can’t, mount up between enemies.

Pandanaconda – “Once again, extra stats are probably stronger for AoE in comparison to some legendaries.

Shadli – “I never used them and dont have them. They give agility which is nice I guess, and the flying can probably be pretty handy when world questing or leveling.”

(Not)Xes – “The effect doesn’t do anything at all in most scenarios, has quite a bit of stats though so it’s better than say Sephuz if you can’t proc it at all. If you don’t have 2 legendaries, put this on.

SOUL OF THE GRANDMASTER (RING)

 

Soul of the Grandmaster

WHAT IT DOES:

Gives you the additional talent in Chi Orbit.

HOW YOU USE IT:

Equip ring, get spinning balls.

HOW STRONG IT IS:

Below average single target, strong AOE. Scales well with additional targets and requires no additional thinking.

WHEN TO USE IT:

When there are multiple targets and no better AOE legendary to use. The more targets, the better. Or if you feel like being lazy, or looking like a badass.

THE WIND BLOWS (HELM)

 

The Wind Blows

WHAT IT DOES:

Strike of the Windlord has its cooldown reduced from 40s to 32s. Casting Strike of the Windlord gives you a free Blackout Kick with no chi cost

HOW IT WORKS:

Press Strike of the Windlord 20% more often, use Blackout Kick after Strike of the Windlord.

HOW STRONG IT IS:

Above average single target damage, doesn’t scale as well with additional targets. Basically an easier to use, but slightly less damage version of The Emperor’s Capacitor.

WHEN TO USE IT:

Single target situations when you don’t have The Emperor’s Capacitor or need the chest slot to complete a tier bonus and can spare the helm slot.
